Your pronunciation guide "Waah" is the closest to how I pronounce (and have always heard) "Waugh" spoken aloud (other people's spellings may be spoken the same way, but given the differences in the way some people say things in different parts of the country I keep second guessing if it's being said the same way I say it lol). "Ehv-uh-linn" is how you usually hear it pronounced for a girl (not that many people are naming their sons Evelyn these days haha), but I think there is usually that distinction between "Ehv" and "Eve" when referring to Waugh.
