Even if the priest is teaching that the Novus Ordo is invalid?

I'm pretty sure there's a provision that in circumstances where incorrect teaching is being spread by an EF priest or through a parish where the EF is celebrated, that the bishop can place restrictions.

In accordance with, canon 1371, after having been warned by the local bishop, such a priest would be punished with a canonical penalty (presumably suspension or interdict). The priest would then not be able to celebrate the Mass according to any rite, use, or form.

The bishop could not altogether forbid the EF from being said in his diocese any more than he could forbid the OF from being said in his diocese. Obviously, the bishop should make sure that the EF Mass is being celebrated correctly, e.g., by making sure that the priests celebrating it can pronounce Latin words correctly.
