As I've said before, I think it's good that both exist here, as it serves to keep the NHS competitive, and I imagine it also works to keep the costs down for the private insurance if they have to compete with the NHS, though I can't be certain of that since I've never looked into it. The government dominates in the parcel delivery field-- yet FedEx and UPS exist. The government dominates in the education field-- yet private, parocial and homeschools exist. Obama has said many times that his plan is to create governmental competition to the private companies in order to drive down costs. If private is too expensive, there is a public plan to opt into.
