Despite you and I both knowing that the proper pronunciation is nu-clear, people from Texas seem to believe that nu-cu-lar is proper, despite it not even following the spelling. It's been debated to death in the past.

However, nuclear is a regular english word with a regular english pronunciation - i.e. you pronounce it as it is spelled. It is spelled N-U-C-L-E-A-R and thus would be pronounced nu-clear. If it were spelled N-U-C-U-L-A-R, it would be pronounced nu-cu-lar. However, it's not spelled that way and would thus not be pronounced that way. Apotheoun
The following note is from Merriam-Webster Online Dictionary: usage Though disapproved of by many, pronunciations ending in \\-kyə-lər\\ have been found in widespread use among educated speakers including scientists, lawyers, professors, congressmen, United States cabinet members, and at least two United States presidents and one vice president. While most common in the United States, these pronunciations have also been heard from British and Canadian speakers.
