Should D. C. Be Granted A Seat In The House?

Technically the [url="http://www.norton.house.gov/"]District of Columbia[/url] has a voice and influence in our House of Representatives, even serves in/on committees, what the delegate does not have is a vote.

Voting rights in the District of Columbia [i]ought[/i] to be settled to allow the population there a vote, someway/somehow. But honestly, I am not sure how this ought to be done. Though allowing them a vote in the Electoral College was at one time arranged, this [i]seems[/i] to be only slightly different.
