The state basically took the same amount of money the lottery brought in, and deducted it from the amount the state normally allocated, so all the lottery money went to the schools, but they didn't actually get a dime more money. I think that's how most school lottery's have turned out. In Oklahoma what happened is when busing came in, all the white folks fled to the suburbs, set up independent school districts so that the property taxes from their much more expensive homes went to their very well kitted out schools, and the poor folks left behind in the OKC school system just had to make do with left overs. THey barely take in to account developmental risk at all. And the lottery is supposed to fund public schools, as well as property taxes, but that stinks to high heaven, because if it was true than there wouldn't be the VAST disparity in the school districts in this area. It used to be safe. A series of bad mayors among other things has wrecked it. There are thousands of abandoned houses.
