Hassan, what planet are you from? Civilized societies base laws on a certain moral code that the members feel is nessacry to maintain law and order within it. Things like masturbation, lieing to someone about a private matter, cheating on a test, etc., while immroal possibly to the poihnt of mortal sin, still have nothing to do with maintaining law and order.
