My thanks to Raphael for his response about honesty. That cleared that aspect up for me, but I was still wondering about the theft/copying of materials of other governements/agencies that so often spies must do. Is this moral?

It might be moral, like many other actions in war, if meets the following criteria;

1. Ordered by a legitimate authority
2. With the Right Inention
3. For a Just Cause
4. using proportionate tactics
5. so that it has a reasonable chance to prevent more destruction then it causes or to bring about peace
6. as a last resort.
