I would be concerned that she'd rely on the highlights to make her feel pretty, but I think you could monitor where it goes after the first dye job. If she feels she really needs to get them again, there might be a problem. But if she just wants it as an occasional thing I don't think it's probably a big deal. I never wanted highlights because I don't like how they look when they're growing out (and I have natural highlights). That might be something to take into consideration as well. This is not condoning it, what i mean to say i that nowadays i do not seem to see that nearly as much. If it's for a birthday present, and she really wants it... why not (if you can afford it)? It isn't against Catholic moral teaching to dye your hair. At least she isn't asking for a Victoria Secret's gift card (at that age), if she did, then you would have something to worry about. In general... I personally love it when a woman does different things with her hair, it gives a sense of variety and makes things a little more interesting. If I had a 15yr old daughter, I would be more likely to let her get pink or green, or whatever other unnatural color, than let her get a natural one. If she got pink or green, then I would know beyond all shadow of a doubt that it wasn't for "sex-appeal" or to look more attractive to guys. With "normal" highlights, you can't be sure. edit in - just be mindful of the rules of her school regarding hair.
