My parish is having a 9 AM Mass and is turning its 4:30 PM usual Saturday Night Vigil Mass into a Mass for the Immaculate Conception. Is this proper? Are you asking if it is proper to celebrate the Immaculate Conception on a Saturday or are you asking if it is ok to change the 4:30 Sunday Vigil Mass into a Saturday Mass for the feast in question? The Feast of the Immaculate Conception is on December 8th so it is normal that it will happen on Saturday this year. It will happen on a Monday next year, and a Tuesday the year after that. The 4:30 thing doesn't pose a problem because a parish can tweak its Mass schedule. The time of day doesn't pose a problem either.
