It seems strange, especially as private schools are permitted, and they could theoretically add many innovations to the standard curriculum. But if you go to the bottom of that article, you'll find other articles that talk about what the German homeschoolers are going through. One girl was taken away from her parents and sent to a physc ward, and then later foster care before finally being restored to her parents. All because she was being homeschooled. Other people have had SWAT teams come to their house and forcibly remove their children, people have had wages garnished, etc. It's creepy stuff.
