If someone asks why you are wearing, you could use mental reservation and tell them you are protecting your skin from uv rays. They even make these for woman. There could be laws. Every year you would go into the license bureau to get measured and if you were say, an A cup, you would get an out of binding card. If you were say, a D cup, then you would not only have to bind but, you would have to wear a large box so as to conceal all shape.
