bonoducchi
Announcements should be said before Mass or during the Homily, not before the Last Blessing.
Where they are is serviceable....before Mass may not catch everyone if they are running late. During the homily is a distraction to the breaking open of the word what is supposed to be taking place. The homily is an important part of th Liturgy of the Word, not an interuption. Before the homily breaks the flow from the presence of Christ in the word to the expounding of that word in the homily. After the Communion Rite seems like a servicable place that does not interupt the architecture of any singular rite.

Laudate_Dominum
My solution would be no announcements at all. That's what the bulletin is for. I'm starting a club called CAAAM, in honor of Cam the phatmasser. Catholics Against Announcements At Mass.
