How Binding Are The Liturgical Norms Of 1962 On Indulters?

I can't remember, but I may have asked this before and just not remembered the answer...

John Paul II's motu proprio basically said that the indult liturgy is to be celbrated according to all the norms in place in 1962 and that there should be no mixing of the rites. It seems to me, then, that all Catholics attending the indult mass would be required to follow the three hour eucharistic fast; whereas if the same Catholic goes to the novus ordo they are only required to make a one hour eucharistic fast. Is this correct?

If so, how far does this binding of indult-assisting to the norms in place in 1962 go? Other norms, such as days of fast/abstinence, are intimitely connected to the liturgical cycle. Is one who regularly attends the indult mass required to follow the old rules of fasting and abstinence? Is he only required to do so on days or weeks in which the last mass he attended was the indult?

If the Tridentine Rite is ever put in place as a full-scale rite within the Roman Church which one can actually switch to/belong to, I would assume members of that rite would be under all of these obligations. I wonder to what extent those who go the the indult are already under these things as obligations.

I would say that the rules re fasting etc are canon law and not liturgy and as the 1962 Mass is not a Rite of the church with it's own canon law as say the Eastern Rites people are bound by the canon law of the Latin Church as decreed by Pope John Paul in 1983 thus superceeding the 1917 law and all the interim laws. Maybe someone has a different opinion
