It sounds like what already goes on with Anglican Use from what I understand.

First, Anglicans have to become fully Catholic. Here's a view of what a prelature might look like. Look at the pictures. Read the text of the Mass. It's beautiful. This is the first "Anglican use" that was granted by Rome when an Anglican priest and his entre congregation became Catholic in San Antonio.

There is something akin to it already, called Anglican Use. However, if the Vatican were to make it a formal personal prelature......that would be fine.
