Winchester
From Catholic Encyclopedia: And oratory is a place set aside for divine worship by the bishop or a dioscese for the celebration of all liturgical services unless the liturgical laws forbid them or the bishop forbids them. 3 types: 1. public for religious communities, available to the public for special reasons 2.semipublic 3. private. A parish is a group within a diocese. Anyone can go.
