God decreed that man would sin?

Simple question, please back up with documentation:

Did God decree from eternity that Adam would sin?

What do you mean "decree"? He knew man would sin, and permitted it, but he didn't positively will it or cause it. From the Book of Sirach:

The Lord hates all abominations, and they are not loved by those who fear him.

Well I don't know about that, but I'm so mad at myself because I have made a habit of a venial sin, and I'm trying so hard not to commit it for the billionth time.
