From that community will the other cloistered (and possibly semi-cloistered) charisms flow. I need to rework that website to make it easier to read. But, to answer your question, no they haven't started. It may be a few years before they do get started, as the two who have committed will be getting their "basic training" with the Cloisterites. They are to console Our Lady, and make reparation for the sex abuse scandal in the church, which was prophesied by Our Lady of LaSalette. They will also be hosting the LaSalette shrine of the southeast. The habit will be a white tunic, yellow scapular, "v" shaped capelet, LaSalette crucifix, Franciscan cord with 20 decade yellow and red rosary, and yellow veil with white coif.
