Laymen confirming sacraments with their blessings

Let's make sure we're not confusing blessing somebody with praying over somebody..
By the way, does that mean we shouldn't say "Bless you" when somebody sneezes? Or that we shouldn't say "God bless you" when we leave?

Oh, and vital was one of those wrong words for me to use.. important would've been better.

I pray God Bless you is different from using priestly authority to bless something or someone. The hands thing is a blatant imitation of the priest, but is minus the priests authority. Their prayers may be valid, but the hand position is both tacky and ignorant. Mostly tacky.
