Birth control nurse set for all schools

Every school in England will have a nurse who can arrange secret abortions and hand out contraception, it emerged yesterday.
New guidelines will allow them to help pupils get the morning-after pill, pregnancy tests and terminations without their parents' knowledge.

Family campaigners condemned the controversial guidance from the Department for Education and the Department of Health as "disgraceful".

There are currently 2,409 nurses who work in groups of primary and secondary schools across the country, but yesterday's announcement signals a massive extension. By 2010, every primary care trust will be funded to have at least one full-time qualified nurse working with each small group of state primary schools and their local secondary.

The plans were unveiled a day after Gordon Brown's Budget slashed tax on condoms and other contraceptive products such as the morning-after pill as part of a drive to improve sexual health.

The new guidance to primary and secondary school heads says that nurses will be able to "provide contraceptive advice to pupils and emergency contraception and pregnancy testing to young women".

It claims that nurses are the best people to provide this service because they are "able to assess need and prescribe appropriate medication/ provide specialist contraception advice for the future".

They can also help pupils who are concerned with "issues of sexual identity" for example if they are gay or bisexual.

Another booklet, described as a resource pack for school nurses, suggests they "support young women to access services to make timely choices about emergency contraception, pregnancy or abortion".

They should "provide and promote confidential drop-ins" for students at school or community venues and even text or email pupils who cannot attend sessions face to face.

And they must be "aware of confidentiality issues" which gives under-16s the right to contraceptive services without parental consent. "Ensure the school policy on confidentiality is clear, meets the best interests of young people and is workable by staff," the booklet adds.

The guidance comes after the controversy surrounding 14-year-old Melissa Smith, from Mansfield, who had an abortion arranged by her school without her mother's knowledge in 2004.

Rising numbers of clinics based at secondary schools already offer condoms and the morning-after pill to pupils or arrange fast-tracked doctors' appointments.

And statistics recently released revealed that thousands of 13-year-old girls have been handed the morning-after pill by health service staff without their parents' permission.

Among 302 primary care trusts across the country, around 2,400 girls aged 13 or younger received the morning-after pill on the NHS last year.

However teenage pregnancies are continuing to rise despite a £40million government campaign to reduce the problem. Sexually transmitted diseases are also reaching epidemic levels.

Mother-of-five Sue Axon, who recently lost her High Court battle to overturn government policy which allows girls under 16 to terminate a pregnancy without their parents' knowledge, condemned the new guidance.

She said: "This is undermining the role of parents. I believe this will encourage children to have under-age sex.

"It will put even more pressure on young girls as boys can say, 'It doesn't matter, you can get the morning-after pill'. I do believe it's beyond the pale if these services go to primary schools. I imagine we will see the abortion age going down and down."

Jack Scarisbrick, chairman of the charity Life, said: "The Government is relentlessly pressuring young people to be even more sexually active. There are some school nurses who are not allowed to give out aspirin or put plasters on children without their parents' permission.

"But they can whisk a young girl off for an abortion without her parents' knowledge. This condones if not encourages promiscuity and sexual activity."

David Paton, professor of economics at Nottingham University Business School, who researched the subject, said there is no evidence to show such schemes help slash pregnancies. He said: "There's a danger that it's encouraging youngsters to engage in sexual activity early."

But Schools Minister Andrew Adonis yesterday defended the guidance, insisting the Government wanted to do more to support the work of school nurses.

He said: "We want to expand their roles even further so that they have a key role in working with schools in supporting children to be healthy."

I hear you toledo, but every night when I kiss my 4 year old daugter to sleep my determination is renewed.

Made me chuckle until I read about the thousands of 13 year old girls being given the morning after pill.

How socially irresponsible on so many levels! The body of a 13 year old girl IS NOT fully developped, and they are giving powerful drugs like this to them by the thousands!?!?!? And of course never mind involving the parents who can give the love and support and care these girls truly need, and pass of another round of condoms on top just for kicks.





My lord, my lord, my god please spare my children from these attrocities.
