I have no idea what a "Phelps" is, so I can't address that. However, I would say "perhaps" with a caveat (I sound like a philosopher). Let's take an analogy - right now, US troops are harming Iraqis (no political overtones here, just an objective description) in the name of the United States of America. They are able to do that because (1) they have the ability, (2) they have just cause, and (3) they have authority to do so from the government. Likewise, one could fight in the name of the Church if (1) one had the ability, (2) one had a just cause, and (3) one had the authority to do so from the Church. Thus, one is technically acting in the name of the Church. To my knowledge, this has not been done since the Crusades (and even then, I don't know if any but the First Crusade were officially endorsed by the Church [i]qua[/i] Church). Hope this helps.
