How can he, or anyone say that? While Pope Leo XIII declared Anglican orders absolutely invalid and utterly void, there has been a change of heart in the Roman Catholic Church regarding celebration of the Eucahrist by Anglican clergy (that is, up to the time women were "ordained" priests by Anglican Bishops. That of course, is a violation of classic Catholic theology regarding sacraments shared by Roman and Anglo-Catholics alike -- matter, form, intention, , minister, intention, and subject. Matter (proper physical things like wheaten bread and fermented (or juice fermentation has not been stopped) grape wine Form. Consecration, including verbi and Invocation Minister - a priest (at least) of the Apostolic succession Intention - to offer, consecrate, and distribute the Body and Blood of Christ under the "appearances", or using the consecrated elements of bread and wine with which they are, at least, consubstantial subject: to receive worthily, a baptized Christian in the state of grace, or repentance, faith, and love. without impediment to the benefits of the sacrament, (by unconfessed and/or unrepentant mortal sin, and/or having a hatred or unreconciled serious disagreement to the point of unconreciliation, with a neighbor i.e. any other human being While Anglicans differ, the key to the belief that "something happens" is in the words of distribution, "The body (or blood) of our Lord Jesus Christ perseve your soul to life everlasting. Take and eath (drink) this in remebrance that Christ died for thee, and be thankful." Anglicanon The criticism of Anglican orders by Leo XIII was that there was not the proper intention "i.e. ordain a sacrificing priest".
