Usually when a deacon is being confirmed to the priesthood. Or a Bishop is confiring a priest to the Bishopric(sp?) Or in the lay, when a person is confirmed. The Bishop is asking the Holy Spirit to come down and endow the particular individual with the special graces needed for the appointment.
