There have been encyclicals by Popes that outright contradicted other encyclicals from their predeccessors. Vatican II even said some previous teachings were wrong. The Bottom line is the Magisterium concluded that it has not example in Scripture or Tradition that allows ordaining a Woman. Combine that with the seperate roles of male and female.
