Typically the problem is with their perception, not the reality of the statement or the intention of the writer. Such as some here who have said they see my posts as uncharitable... when they are not unchariable, the problem lies in their perception of my writings. So I can see the value of privately admonishing someone, so you don't lead others to think, "oh yeah, Anna...judgemental." Basically, I assume that we are all operating with good faith, and if something truly sounds out of whack, then maybe pubically saying something isn't bad. It is uncharitable to point out publically to someone that one may feel that they are being uncharitable. But if that dont work then the rest of the verse says take it to the church,which in fact could be phatmass since really we are gathered here in his name. The next verse is speaking of the hierarchy, i.e. the Shepards, not the Sheep. Those with authority to teach. The Church can mean the sheep (laymen) but to settle a dispute, the Church (Ekklesia) is the Bishops, Priests, Deacons...
