[/quote] A) If he is speaking on matters of faith and morals and intends to bind the whole Church to a teaching the answer is yes. B) Essentially a council is when a Pope calls the Bishops together and then ratifies those doctrinal statements that the council intends to bind. He is excercising his Papal authority in this capacity as well as in the first which may or may not include gathering together some bishops to consult. He seems to be confused over infallibility etc and seems to think the Church has changed doctrines etc. I was wondering if we had anything which is about infallibility (what is infallible and what isn't, why this is so etc).
