There are two possible answers. Members of the Anglican Church of England are basically divided into 2 groups: high church and low church. High Church has services very similar to our Mass, low church have more evangelical type services.
Someone in the high church group can be referred to as Anglo-Catholic.

Second answer: Groups of Anglicans and even whole congregations have converted to Roman Catholicism. They have a different Catholic rite or variation called Anglican usage.

is it inline with "traditional" catholic teaching? how are they viewed from the roman catholic standpoint??

The Anglo Catholics of answer #1 are Church of England.

The Anglican Catholics of #2 are under the authority of the Pope the same as you or I.

It's my understanding that the Anglicans of the High Church reject the Pope's authority. During the Reformation when the Anglican Church was formed they kept many of the teachings or rituals of the Catholic Mass and Church. This is what lead to an even bigger revolt against the Church which lead to the formation of the puritans. Puritans wanted nothing in their church to be similar at all to that of the Catholic Church so they broke away from the Anglican Church as well.

cmom hit the nail on the head. i went to an Anglican use Roman Catholic parish this weekend. Mass was celebrated by a priest from the Byzantine rite who wanted to celebrate Mass in Latin. I got really excited, but then a lot of people asked him to do otherwise.
