It is true that a priest can be asked to resign his active ministry due to public and scandalizing sin in his life, but do not consider that to be the only reason why he would be asked to take such a drastic step. Many factors could play in here - the health of the priest (physical or otherwise), his family, and other reasons. Just pray for our priests - St. Josemaria Escriva tells us that there is no such thing as a bad priest, just one for whom we do not pray enough. Hope this helps.
