Harry Reid (D-NV) has sponsored an amendment in the Senate Appropriations Committee that would overturn the order and again allow the misuse your tax dollars for abortions. For his continued boldness to do what's right instead of what's politically correct, President Bush deserves to be thanked, not criticized. His Aug. 29 directive expands the "Mexico City Policy" by closing loopholes that allowed your taxpayer dollars to be misused overseas for killing unborn babies. The President's Aug. 29 move covers family-planning dollars in all State Department efforts, including those outside United States Agency for International Development (USAID). Abortion advocates are blasting Bush's order as a byproduct of the State Department's recent decision to not fund Marie Stopes International, one of the AIDS initiative participants, because the group supports involuntary abortions and sterilizations in China. The Mexico City policy, initiated by President Ronald Reagan, prohibits U.S. aid to international "family planning" organizations that provide or facilitate abortions in foreign countries. After being tossed aside by Clinton on his third day in office, Bush reinstated the policy during his first days in the White House. "It is my conviction that taxpayer funds should not be used to pay for abortions or advocate or actively promote abortion, either here or abroad," President Bush said in announcing the policy's reinstatement. To be eligible for funding under the U.S. population-control aid program, the policy requires private overseas organizations to agree not to perform abortions (except to save the life of the mother, or in cases of rape or incest), and not to "actively promote abortion as a method of family planning" -- for example, by campaigning to weaken or repeal the pro-life laws of foreign nations -- either with U.S. funds or any other funds. Now President Bush has taken an additional step to put State Department efforts under the policy, thus further guarding against further misusing and abusing. The State Department's AIDS program, run by the Reproductive Health for Refugees Consortium, offers counseling and supports health care services for thousands of people in several countries, including Angola, Congo, Rwanda and Eritrea. The State Department gave $1 million for the project's first year and offered more funds for the second year on the condition that six other participating groups cut ties with Marie Stopes. "Because family planning grants are awarded by the Department of State outside of USAID as well as through USAID," President Bush directed the administrator to include all assistance for voluntary population planning furnished to foreign nongovernmental organizations and appropriated pursuant to the Foreign Assistance Act. This means the State Department now is better able to control taxpayer dollars being used to legalize abortion in countries in Latin America, Africa and Muslim countries in which the people are strongly opposed to abortion and believe in the protection of unborn children. Sen. Reid's despicable tactic -- supported by Republicans Arlen Specter (R-PA) and Ben Campbell (R-CO) -- now endangers the Mexico City Policy. Pro-life senators likely will offer a motion to the bill on the floor to remove Reid's amendment. If that fails, pro-life lawmakers will try to remove it during the conference committee where the differences between the House and Senate versions of the bill are ironed out. But stopping this latest murderous ploy may fall back on President Bush. Don't let pro-abortion shouts be the only voices President Bush hears. Let him know the American public appreciates his actions on behalf of the unborn. Sign the petition below to thank President Bush and support his Administration's efforts against abortions. Bush is helping the pro-life win and may God bless him for that! while the other side (pro-death) is getting worried and mad.
