How do you define "negative criticism"? What deliniates constructive and negative criticism?

For example, is Galatians 2:11ff negative or constructive criticism? Also, is saying that all traditionalists are in a state of mortal sin negative or constructive criticism?

I really want to know. I want to know if there's a uniform standard, because so far I've only seen these rules applied arbitrarily.
