As I understand it, to deny Communion for a known Mortal sin is saving someone not punishing. I do not understand how one Diocese can decide one way and another the other way. A bishop can make a different prudential judgement as to who should received based on different reasons than another bishop. But I agree with you, it's all a huge scandal and it would be more appropriate for all the bishops to be on the same page rather than having 180 different rules out there for different dioceses. Of course none of this would be necessary if pro-abortion politicians just refrained from desecrating the Body of Christ by receiving him unworthily.
