Masturbation does not take away virginity. 
As for the rest of your questions, I’ll let someone else answer. I know there’s saints who speak about like a second virginity and saints for sexual matters and history, but I don’t have the time to look it up

If, as you say, someone “lost their baptismal innocence and committed many mortal sins” what to do? Go to confession! God’s mercy is cleansing of every sin and restores you back to the state of grace
