If you read the history of the reunification of Italy, the people involved essentially forced the Vatican to give up the Papal States. They wanted to take the Vatican, too (part of the "new enlightenment" carp), but the Lateran Treaty finally resolved the issue and allowed the Vatican to stay under the papacy.
