The stated purpose is to prevent violence and discrimination against LGBT people. But the real purpose is to bully countries where sodomy is prohibited. Everyone knows the UN does not really have the power to bully, especially on such an issue as this. There is a real problem with violence and discrimination, murders and reactionary legislation various states, that goes against not only Human Rights but the teachings of the Church. The same pretty much happens to women, although in differing ways (but still includes murders, acid attacks and machete attacks). Most countries do not do what is right for minority groups but act in a reactionary way to appease majority religious and cultural factions (or whoever else holds regional control). It's always been like that - reading the Bible and the life of Jesus shows us all very clearly how dangerous opposing majority religious and political regimes is.
