That they were actually offered the personal prelature is news to me.

Well that isn't so much news (see this story from 2012) as the fact that it seems the Vatican is requiring less of them in regards to VII documents and some sources seem to think that acceptance of this proposal is imminent.

It's not the personal prelature bit about this that's most important imo - it's the fact that Rome seems to be relenting on Vat II a bit.  I may be mis-remembering but it feels like for the longest time, Rome has been saying that the SSPX must accept all of Vat II, and the society has been saying that they have issues with ecumenism and religious freedom.  Then this comes out saying that not all of Vat II is dogmatic (which is what many have been saying for a long time), and that in particular this includes Nostra Aetate which was one of the big issues for the SSPX. So essentially a very large barrier for re-union has been lifted.  Now, it just remains to see how far the SSPX will hold to their "Rome must return to tradition" line. The society is not going to want to do anything that loses them any power - we have to remember that all the movement seems to be on Rome's side - well - except for the chucking out of Williamson.
