What would the government do? That would be weird. Have you ever tried to convince ten people all to do exactly the same thing? And if there is a reasonable or high chance of a bad outcome? And that bad outcome is all but guaranteed unless they all trust each other perfectly? Now how about a hundred? On a practical level, you would never get enough people to cooperate.
