Cardinals have sort of an advisory role in the Congregations of which they are members, but they don't actually have any true governing power. So a Cardinal who is a member of a Congregation isn't nearly the same thing as the Cardinal Prefect (the one in charge of running the Congregation). From this article, it looks like Card. Personally I would like to see Burke in a Prefectural role - frankly I think it is the best use of his expertise - but nobody asked me anyway. It has been speculated that Burke's enemies wanted to put him in a nothing yet time-consuming position because they realized the error of giving him free reign to go all over the world giving talks and spewing his bigoted orthodox beliefs to the people.
