Doing so is fulfilling his obligation to God which is infinitely more important than agreeing or disagreeing with the successor of St. Peter. If Bishops want to dissent from Church teaching, they are more than welcome to, and they shall suffer the penalties. But if Bishops are defending Church teaching and being penalized (not saying that this is happening, but it's a possibility), then that is an issue that needs to be rectified. Only problem I had with bishops & Pope Benedict (at least that I ever spoke about) was their lack of obedience to his motu proprio which isn't a doctrinal matter but a matter of obedience. The Pope explicitly allowed for the Extraordinary Form of the mass to be said by any priest who had the appropriate knowledge, and bishops fought and continue to fight back by telling their priests they can't or punishing them for doing something within their rights as a priest. I haven't seen anything where Pope Francis told Card. Burke not to write something and then Card. Burke wrote it anyways. Even if that did happen, Pope Francis wouldn't have authority over Card.
