Private Vows

If a priest receives private vows, is it correct to state "on behalf of The Church"?  I can't seem to find much at all on the internet in any sort of detail about private vows and having them received by a priest - what it intrinsically means.  I have only read one website, and not what I would call a "reliable Catholic source" where it states "on behalf of The Church".  Certainly, my Archbishop has given his permission for the Home Mass and its reason, as has my parish priest since the Mass will be celebrated in his (and my) parish.

I do plan to seek out an appropriate authority on matters relating to private vows through my diocesan offices. I just don't have time to do so before the Home Mass where Father will be receiving my private vows.  I would like to be as well informed as possible before the Home Mass (15 August 2014) and perhaps questions from those attending.  Most of what I have read on the net seems to be written by those with an investment in pointing out what private vows are not, rather than what they intrinsically are. My SD who is celebrating the Home Mass has pointed out to me that it is a way less travelled probably and not much at all is known about it in a theological sense, other than the vows are binding under those terms laid out in Canon Law and certainly, I do understand what I am doing and why and what Canon Law has to state.
