Restitution For Stolen Things And Unnecessary Spending?

I don't seem to find this answer anywhere. What if a person owed a lot in restitution for stolen things and had to pay little by little because they could not pay all at once and they spent on unnecessary things but still payed restitution little by little? Would that be a mortal sin since instead of spending money they should be giving that money to restitution and to what point do we not spend? Like, can we still go to the movies etc or avoid all of that while making restitution?

If you were waiting for restitution, would you mind if the person who wronged you went to the movies?

If the answer is no, you wouldn't mind, it's probably okay. If you would mind, then it's probably not okay. It's golden rule stuff.
