As he should. This should not really be news. :P Canon law is very, very clear on this point, and frankly it is more newsworthy that it has been so completely and flagrantly disregarded in recent years.

I mean, this is news, because unfortunately actually sticking to canon 915 is such a rarity, but in all things being equal it should not be.
