When Is Restitution Your Responsibility?

When my mom was applying for my health insurance, she did not put my dad's salary, only hers and so I got more benefits. I know she should have put his salary too since we all live together. This was before my reconversion and I don't know if I owe the insurance money or my mom because she was the one who lied I guess but I went with her although do not remember if I knew she did that, I think I did though and let it happened. If this was the case would I owe that money? The thing is that I want to discern religious life but it is a lot of debt to pay off. I know we are obliged to make restitution and this worries me.
