Questions About Confession/sin/sacraments...

I have 2 questions:
1. Is it considered a sin if one does not go to Mass because they are unable to?
2. If a person is in mortal sin, and has repented in prayer, but is unable to get to Reconciliation, is their relationship with God even partially repaired?
