I heard on the radio yesterday that apparently our Archbishop was accused of touching a boy's butt during a photo shoot after confirmation. The Bishop freely stepped aside so as to allow the investigation to occur without hinderance. In doing so, he is following his diocesan policy regarding acquisitions of sexual abuse with a minor. He is also calling for and being transparent toward criminal investigations. Needless to say, these would not seem the actions of a guilty man. They cram the kids in tight to fit for the picture so there are multiple opportunities for bumping into others or brushing etc. Its likely just a misinterpretation of something that happened.
