Masterbation And Confession

If someone has confessed to habitual masterbation once, do they then have to confess after every incidence, if they are trying to stop, but not successful?

Also, is masterbation always a mortal sin? or there circumstances where it does not meat the criteria for mortal sin?

If you are trying to stop, confess it every time.  Your confessor may have suggestions that can help.  As to whether it is a moral sin or not, is also something you should discuss with your confessor.  There may come a point where it is such a ingrained habit, an obsession, an addiction, that you no longer have the control over it that would make it a mortal sin.  Even so, addictions can be overcome.  If it is an addiction, that does not alleviate the responsibility to attempt to change.  You may just need additional help.
