Nihil Obstat
The Romans were culturally incapable of creating the Jesus story. They were builders, not creators. They created the arch, the dome, the mechanical reaper, indoor plumbing, the aqueduct, the book, pewter, the essential components of the steam engine, glass blowing... So... no, the Romans were more than capable of creating.
