I do not know, but the last thing I read about the fine itself is that the IRS, which is charged with managing the nations healthcare system, does not have the power to make you pay the fine. You can also, at least based upon what I read, apply for an exemption (i.e., there are various types of exemptions, hardship, cost greater than 8 percent of your income, etc.) from the fine.
