Are we obliged to pay little by little when we can,or are we allowed to save the money until we have all the money for restitution and then give? Also i read we are obliged to ask permission for delaying, so if it's a company, bank other do we have to ask for permission for delaying restitution?

When you're talking about a bank or some other financial organization in which you borrow money and agree to certain terms of repayment, you have to abide by those terms. If you're talking about a bill you have to pay, if you contact the business and explain your situation, often times they will allow you to pay over time. The important thing is to honor the business relationships that you enter into. If that doesn't answer your question, then you'll have to clarify what exactly you mean by "restitution".
