Boston bombing suspect Dzhokhar Tsarnaev wrote anti-American messages while hiding from police in a boat and downloaded instructions on making bombs from an al-Qaeda magazine around the time of the attack, a grand jury indictment charged Thursday.

Prosecutors release details in the indictment against Boston Marathon bombing suspect Dzhokhar Tsarnaev.

The 30-count indictment includes charges of using weapons of mass destruction and killing four people, federal prosecutors announced more than two months since the attacks.

How exactly do they define a weapon of mass destruction? I guess I ask this more out of curiosity than anything else. Anti-personnel mines have never been called WMDs and would have been far more lethal than what he used in Boston. I don't understand their use of the term weapon of mass destruction. That's usually reserved for nukes, chemical weapons, or biological weapons. You know, the kinds of things that kill thousands of people.
