beatitude
So some of the people on a pop culture blog I contribute to are flipping tables over the bill not passing. I'm just sitting there, watching our facebook conversation thread blow up in wailing and gnashing of teeth. I dont' have enough gonads to venture to ask them why they're so opposed to safety standards. I'm glad it passed. :) Basilisa, the pro-choice argument is that the safety standards being introduced in this bill are unnecessary, as only 0.5% of women having an abortion in an office-based, outpatient setting experience complications that need to be treated in hospital. The bill would prevent abortions from being carried out in these settings even though they pose no substantial risks to the woman. They are arguing that the goal of the bill isn't to safeguard women's health; it's to restrict abortion access by reducing the number of clinics from forty-two to five, and thereby cut the number of abortions taking place. I agree that this was the bill's obvious purpose. Being pro-life myself, obviously I believe it's a good purpose. But I have felt uncomfortable watching supporters of the bill trying to claim that it's to benefit women's health, and depicting opponents as people who don't care about women risking their lives in shoddy facilities with rusty instruments, because that isn't quite the case. ToJesusMyHeart
Correction: The official statement is that the Bill SB5 did pass, but I cannot become law because it passed after midnight.
xTrishaxLynnx
I read somewhere that there was precedence for "stopping the clock" when a vote could not be heard or the public otherwise interfered with proceedings... not sure how accurate that information was, but I thought that's why they were saying it still could have passed even if the vote was taken after midnight. I really hope that if they do get another session they don't allow the crowd to get out of hand as they did (or just not let them in at all.) They had started getting loud earlier in the evening and the Chair gave them a warning that if it happened again they'd be cleared from the gallery; I wonder why they didn't do that sooner - they'd been warned, so I don't see why they weren't removed as soon as they started yelling. ToJesusMyHeart
From Lt. Governor David Dewhurst: "I am furious about the outcome of the final day of this Special Session, when an unruly, screaming mob using “Occupy Wall Street†tactics derailed legislation intended to protect the health of Texas women and their babies. An unconscionable series of delaying actions by the minority party and their allies placed SB 5 in direct jeopardy of death-by-filibuster upon its arrival in the Senate. Pushing every parliamentary procedure to its limit, we passed SB 5 19-10, but the deafening roar from the gallery drowned out any possibility of adjourning with a signed bill. I pledge to Texas one thing: this fight is far from over."
franciscanheart
I imagine there will be some objections to that statement.

franciscanheart
The bill supposedly passed (though not done with proper procedure, I believe) but the bill was not signed into law.
ToJesusMyHeart
oh croutons..so the bill didn't pass? The bill passed but cannot become law so we are flooding the Capitol with phone calls requesting a second special session. This battle is just now beginning. YOU DO NOT HAVE TO BE A TEXAN TO CALL. Governor Perry's office is tallying calls RIGHT NOW about calling a SECOND special session for SB 5. This last time was a warm up. Let's get it together and make sure this passes! Call 512-463-2000 and say you would like to request a second special session for SB 5!!! Call as many times as you can!
